Time meeting was called to order: 7:15pm

Attendees:  Kristin Berg, Nan Parson, Marilyn Novak, KathyRolsing, Jeanne Wells, Kate Kerin

1)      Housing Plan

a)     Housing Plan Implementation

                   i.           Nan and Kristin met with Jim Hanlon, Chair of the PZC, to let him know that we did not see much progress in the Commission’s AH implementation discussions. We also suggested that Commissioners talk with neighboring communities about their inclusionary zoning policies, density bonuses,  and other policies they have to create affordable units.

                  ii.           Director Drew Awsumb has not yet responded to my recent email regarding our meeting with Chair Hanlon and continued request for the city’s vacant property list.  The vacant property list was first requested several months ago.

b)     Monitor City Council/COW agendas for any Housing Plan discussions/actions/proposed multifamily and senior housing development

i.  No new discussions Feb, March, or April.

c)     Monitor PZC Agendas for any Housing Plan discussions/actions/ proposed multifamily and senior housing development

                   i.           The following is an update after this meeting.  PZC continued their discussion of the PUD public benefits list and a voluntary Inclusionary Zoning Ordinance at the 4/28 meeting.  They also discussed a density bonus, but only in the context of a PUD for which the developer must first choose AH as the public benefit. The Commission maintains its position of no changes to current regulations that might prioritize AH or induce developers to voluntarily add affordable units to their projects.  Kristin made a public comment about how the Commission is charged with implementing a Plan to create more AH and so far they have done nothing to encourage developers to choose to include affordable units in their projects.  The next meeting is May 12th.

 

2)      Comprehensive Plan

                   i.           No updates since March.

                  ii.           The Community Survey is on the website.

                iii.           Mapping tool on website.

 

3)      Nan, Marilyn, and Kristin met with State Senator Laura Murphy.  We gave her a copy of the Park Ridge AH Plan and brought her up to speed on the implementation discussions.  The senator was unaware that we even had an AH Plan.  She updated us on a hearing in Springfield that considered at least a dozen proposed housing bills, including those endorsed by Governor Pritzker regarding zoning and ADUs and the strengthening of the AHPAA. Despite Resolutions from Mayors against over-riding local authority, Senator Murphy said that the Executive Committee made it clear the “no” was not an answer and that compromises would have to be worked out.  We will keep in touch with her about the progression of the housing bills.

 

4)      Other Updates after the meeting:

a)      We will be advertising and promoting the Action Ridge 5/27 meeting that will feature AH with Richard Koenig of HODC as the speaker.

b)      We are on the “waitlist” for a slot at the Farmers Market this summer/fall.

c)      Melani and Kristin will continue to work on new informational housing handouts.
