1) Housing Plan
a) Housing Plan Implementation
i. Now that the city council has opened up Office only areas to rezoning to residential uses, it may create more opportunity for AH to be built there. The PZC will consider and make recommendations.
ii. Kristin and Melani will reach out to a member of the Wilmette Housing Commission to talk about her experiences and any ideas she might have for a possible task force or commission for Park Ridge. There is concern it could slow things down.
b) Monitor City Council/COW agendas for any Housing Plan discussions/actions/proposed multifamily and senior housing development
i. The COW will begin to work on the 3 AH Strategies (#1, #3, #4) that concern how to collect and distribute funds dedicated to the creation and preservation of AH. They will also then consider recommendations from PZC with a goal of finishing by summer of 2026.
ii. A discussion of the PUD Public Benefit list is up for discussion sometime in Q4 at the COW Meeting
c) Monitor PZC Agendas for any Housing Plan discussions/actions/ proposed multifamily and senior housing development
i. PZC met on 10/14 and held an hour long discussion about the 3 AH Strategies assigned to them, #5, #6, and #8. They will begin working on #6, which is reviewing the public benefits in the PUD Ordinance. They could cut the list down and prioritize one or more benefits, i.e., be willing to consider more zoning concessions if AH is the public benefit chosen by the developer. Then they will move on to talk about developer incentives to include AH in their projects (#5) and then assess the existing AH in the community and consider rezoning of (esp.) R-3 and R-4districts to preserve AH there and decrease the opportunity to replace AH with luxury housing (#8). The proposed timeline is to be finished with #5 by year end and the other two by spring of 2026. The plan is to rotate discussions of AH and the Comp Plan every other meeting.
2) Comprehensive Plan
a) The tentative date for the first Public Workshop, facilitated by the consultant is October 28th. The PZC meeting has been cancelled for that date.
3) Kristin gave an overview of proposed State legislation promoting AH that is working its way through committees. A document with the various bills will be assembled and circulated.
4) Melani emailed the Mayor about the Rockford Economic Development Plan. That could be discussed in a meeting with the Mayor that also includes discussion of a Housing Task Force.
5) Kathy reported that the Center of Concern is following up with Christine Haly, Chief Homelessness Officer of Illinois, concerning a meeting of suburban mayors to discuss AH.
